Will i be able to purchase an out of contract iPhone 5 on Fri 9/21. I plan on going to the apple store in the more and paying full retail price since I used my upgrade this Feb.

I don't know about this launch but in the past there's been a delay of a month or more before the out of contract phones were available.

If by out of contract, you mean buying the handset for your carrier at full price then yes you can.

If by out of contract, you mean unlocked, then no you cannot.
