I purchased my iPad 3 in March with AppleCare+.....if I sell my iPad and purchase a new iPad4, can I transfer the AppleCare+ to the new iPad?

Its a different piece of hardware, so probably not. You can see if you can return applecare for a prorated refund or just buy a new applecare+ for the iPad 4

Actually that AppleCare+ stays with device. So, whoever buys it from you will have it on that device. I don't think Apple will refund you or transfer it to another device.
