queue watcher will not quit?!?

I've just bought a basic a3 mustek scanner and am trying to install an old version of photoshop 5, as this scanner will only work with os 9. However, eachtime I try and install photoshop, it tells me it cannot quit 'application queue watcher ' and subsequently won't install photoshop.

any clues as to what this means??

It's an extension for printing. You can use the extensions mangler, or hold down shift at boot, to temporarily get it out of the way.
