Most probably. As said a few hundred times in the past 24 hours.

But, nobody knows 100%. You will know on Wednesday, probably.

In the past the answer was NO and there is every reason to belive that it will be NO for this pre-order cycle as well.

Reminder: For the iPhone 4S, the only way to pre-order at full price was if the order system did not provide you a discount on an upgrade. If you purchased a new line of service you always got a discount and a contract. If you don't believe me, try to order from AT&T, Verizon or Sprint on Apple.com as a new customer right now and you will only get an option with a subsidy discount and two year service contract.

Yes, you can purchase a "SIM-Free" iPhone 4S now but you could not at pre-order last year and don't expect it to be any different here in the USA.
