I just upgraded to Lion, and I disabled my Time Machine from creating new backups with the fear that if I need to change back to snow leopard, I won't be able to from my backup... So my question is... is it safe to enable automatic backup, and if I do, will I be able to restore back to snow leopard if needed, and will I have everything back to the way I used to have it?

Yes. Time Machine backs up the changes from one version of the hard drive to the next, making links between the same files/folders. The only thing is if you don't have enough space, it will wipe any old backups.
