Quick question about Notification Center

On iOS the notification center appears to be a layer on top of homescreen and multitasking appears as a layer underneath.
Why on OS X does notification center appear to be a layer underneath the desktop instead of on top ?

I know its silly but its bugging me now lol

Been reading forum for years love it
