I got an iPhone 5 and on the 21st I sent in an unlock request to have my 4S unlocked and it got approved the following week. Now every time I try to activate the phone, I am met with the message "Your iPhone could not be activated because the activation server is temporarily unavailable" or "Your request could not be processed." The first message is when I try from the phone itself, and the second is when I try from iTunes.

Now my question, could it be because the SIM that is inserted in the phone isn't active? Like will a SIM with active service need to be inserted before it can become activated?
 
Sim does not need to be active. I put in inactive sim and still get congratulations ur iPhone is unlocked message after a factory restore.
