I think the OS takes up around 9GB.

Don't know what OS miamialley is talking about but a 16gb iOS device will have a little under 12gb available on a fresh install

3.5-4 gb will be taken from the 16gb

9ish gb will be taken from the 64/128gb (due to the inclusion of pages numbers and keynote)
