If you go to Apple's site you will notice that they don't offer the iPad 3 for sale. They only list the iPad mini, the iPad 2 and the iPad 3. Does that mean that when you replace your iPad 3 due to being defective, will they replace it with an iPad 4 since they no longer carry any iPad 3 in stock?
 
Apple will keep plenty of the older models on hand to take care of this. If you have problems with your iPad 3 you won't get an iPad 4 as a replacement.

Why would they keep them if they don't sell them anymore? When Apple ran out of black iPhone 4s they gave their customers an iPhone 4S for a replacement.
 
The article you linked said "might get a new one." I wouldn't count on it.

....Did you read it? Might because some locations didn't have any iPhone 4s in stock. Henceforth why they said that supplies were constrained.

Apple doesn't keep devices that they no longer sell in the store.
