Quick question regarding reinstall of iOS

Hello,

I am about to erase my iPad and restore from iTunes backup to try and fix an issue.
When I went to erase iPad from settings a message popped up saying items are still uploading to iCloud.

If I continue to erase anyway, won’t these files be backed up on iTunes and restore succesfully?

The problem is that the message always appears and my iCloud is full so those files won’t upload.

P.S. I’m on the iOS 11.2 beta so do I need to setup iPad as new and then add beta profile before restoring data or can I just erase and restore?
