Quick unlock question

Selling a brand new iPhone 5 from AT&T. It was bought under contract. If I'm selling to someone trying to use T Mobile does it have to be activated with an att sim before they have someone like unlock fusion unlock it?

My understanding from reading other posts is that it has to be activated before it can be unlocked.
