I am currently running iOS 7 beta 6. Once iOS 7 comes out can I just do a restore of my ipad and than restore from my icloud backup from the beta to get to the GM version? Thanks!

However it would make more sense to get the GM now, when Apple's servers aren't being hammered by the public release, and update to it now, rather than waiting until later.

Im planned to donwload the ipsw file tonight once official iOS7 released
Is it okay to do option + restore from iTunes from beta 6 or i have to downgrade first to iOS 6.1.3

You can option+restore to the GM now. No need to downgrade if you are restoring. You cannot use iTunes after installing iOS 7 until you install iTunes 11.1 which should be out today also.
