Quickpwn not asking for BootLoader Files

So I am trying to walk somebody through Qwickpwning His iPhone over Email (1st gen. 2.2) He told me that Quickpwn skips the screen where it asks for the bootloader files. He is now telling me that he puts his sim card in and sees the signal bar but he cannot make calls.
Does anybody know why this might be?
