Quit Safari and X on tabs are missing

Quit Safari is gray and all Tabs have no X to close out. Sometimes Force Quit has not worked. How do I close tabs and quit?

Best thing I can suggest is trashing the Safari settings, reboot and see if that resolves the problem. btw, what version of OS X, Safari and what are you hardware specifications?

OSX 10.9.1 Maverick (version?)
Processor 2.7 GHz Intel Core i5 (hardware specs?)
I don't mind reset except for my Reading List
