quitting apps using Command-Tab

I am on the latest developer beta. I’ve noticed when attempting to quit an application using the keyboard via command-tab and then pressing Q - the app remains in windowed mode. I can still see the app behind the main window. The app disappears from the command-tab pop-up but it doesn’t seem to actually close.

Is that the intended behaviour on the iPad?

Using the same method on a Mac actually closes the app if I’m not mistaken.
