Best Buy has iPhone 5 16gb for $699 thats why I'd thought I'd ask.

It is usually the same as Best Buy or more, but check your store if they do device only sales.

Don't know about the iPhone 5 but I have an 16GB iPhone 4 receipt from RadioShack that dates back to Nov 2010 and it specifies "No Commitment Price $749.99", if that means anything.
