While I was cutting the lawn today, I could hardly hear my iPod (1g nano) listening to a podcast of This American Life.

Volume was maxed, but I could not hear over the normal noise of the lawnmower motor, even using Sony in ear buds.

Is there any way to up the overall volume of tracks in iTunes?

Go to "Get Info".
Click the "Options" tab and there's a "Volume Adjustment" option which allows you to change the volume (up) to +100%.
 
You could always right click the podcast, go to the Options tab, and raise the volume to maybe 50% higher than original to start with, or higher, or whatever. That should work. If not, try to get a quieter lawn mower.;)
