Just set up my new AW S3 and Raise to Speak isn't working for some reason.

The Mickey Mouse voice wasn't working either when tapping on Mickey so he could tell me the time, but I read in an Apple Support page to let the AW charge while connected to WiFi for 15 minutes and it'll download the Mickey voice; which it did and now that works.

I'm guessing this Raise to Speak issue isn't quite the same. I have Raise to Speak enabled in Siri Settings on the AW app on my iPhone and also on the Watch itself. But still not working.
 
Just got it to work. Seems you have to begin speaking directly into the watch for Siri to assume you wish to summon it. Odd but it works.
 
Sounds like it's working as described, then.

Once the screen activates you have a short window in which to make requests to Siri, and for best results you want to direct your voice at the watch face from a close-ish proximity. It's done that way to avoid Siri reacting to nearby conversation if you unintentionally activate the screen.
