I have mac mini mid 2011 i5 2gb ram. I added one 8gb stick and took out the original 2gb. So 8 is plenty now.

But after fresh install of 10.9 on separate partition I use little under 3gb of ram and almost up to 4 now after all processes finish loading. And 4.26gb now with safari open and only 1 tab.

They say on apple website minimum 2gb ram. How can that be if I use almost 3gb after f rest install and no apps open except activity monitor just to check. 2gb is clearly not enough. Or is there something I can disable that's using a lot.

Other than the memory I've had no issues with it. I just noticed now by accidentally opening activity monitor. I thought this was strange and woud of never thought to check.
 
You are fine. OS X is designed to use whatever memory is available. Since you installed more, it is taking advantage of that by using it.
