iPhone Randomly moving Safari tabs!

Open tabs in Safari keep moving randomly.
Very annoying when you have 20-30 tabs open at a given time, so I have to look for a particular tab every time I close and open Safari.
Anyone else having this issue?
Running DB7 but this issue has been there since DB1, already reported but not fixed!

On this same idea, is there a way to lock certain tabs to be immune to the clear all tabs functionality?
