Have recently erased and restored my system disk.
Long story short, my downloads folder is seen as new, and is backing up AGAIN.

I did the re-association with my iTunes library a while back, but can't remember the Terminal commands... 😬
 
My suggestion (not a solution, but a suggestion).

Perhaps it's time to download both CarbonCopyCloner and SuperDuper.
Both are FREE to download and try for 30 days.

Try EACH of them.
Both are remarkably easy to use.

In my opinion, a superior way to backup instead of time machine...
 
I already use SD and have an external clone.
I also use TM for daily backups, even though I have never had to use it in 10 years. It's just nice being there.

TBH, the question may be void now, as I am probably due to upgrade my TM drive to a larger capacity, so will all get backed up anyway.... ;)
