Re opening windows in safari

Hi

After upgrading to lion I noticed they have this 'resume' feature in all apps like safari. Now the problems I have with this are

1. For me when I quit safari I am done with the windows that I am using.

2. It really slows down the opening of safari.

Now I have gone into system prefs and disabled something in the General prefs (see attachment) but IT STILL DOES IT???

any help would be great
