2018 MacBook Pro 2.2ghz 32gb pro560x 1tb. Read and write speeds was around 3000 - 3600 mp/s on black magic disk speed test just right before accidental spill. After repaired from apple, speeds is down to 2600 mp/s. Should I call or return the repaired MacBook Pro to apple?

Apple uses chips from different suppliers that can have different performance characteristics. You can try complaining to them, but it’s not really in their control - it’s fairly random what logic board you get. Personally, I don’t think that you will notice any real world difference beyond the benchmark - these are still ridiculously fast and on par with fastest SSDs that money can currently buy.
