On iPhone 15 I use to pay with Apple Pay with different debet/credit cards. Before iOS26 they showed up, easy selectable, in the upper screen half. Since iOS26 only the preferred card is visible, all the other cards, including loyalty cards are in one stack at the lower bottom. The Wallet app looks as before iOS26 with a visible space between credit cards and loyalty cards. Is this a bug or just an “improvement”?

Interesting thought. Might be because the default is the most used card (obviously) and people might accidentally tap on the wrong one and pay accidentally since it’s so fast. Not sure I’ve ever done it but I have seen my wife do so.
 
what I would do is slide the card that showed up down and you can select the other one you want to use, I also do not see this behavior on my end.
 
I'm on 18.7 and my wallet (when accessed with double-side-button-press) looks like the screenshot. That is, the preferred card is at the top and all the other cards are at the bottom.

Opening the wallet app from the app drawer (rather than double-press) does the behaviour you're describing though, with the bank cards at the top and loyalty ones at bottom.

How are you accessing the wallet?

When paying I use the double-press. For maintenance I open the wallet app from the drawer.
