I was wondering if there is a native iPhone emulator for windows. By emulator I mean ARM emulator that can run iPhone OS.

I say real because there are a load of iPhone emulators that are simple, useless Flash animations.
 
Even the Mac one isn't a real emulator. When building for the SDK Simulator it compiles for x86 to run your apps, then when building for device they are ARM compiled.
 
Not from apple, nor will they produce one. Their intent is to promote their Macintosh platform, so there's little desire to produce a product that will impact mac sales. You want to develop for the iPhone, you need a mac. You want to run the iphone "emulation" you can only do so by using the SDK which is mac only
