I’ve always had Hey Siri deactivated on my phone in the past, finding it useless. Since getting the new AirPods, it actually works quite well controlling playback etc, been using it a fair bit.

However, it’s come down to a choice between using it exclusively with HomePod or AirPods as the handoff/device choice when Hey Siri is used with both phone and HomePod present is terrible. Makes it unusable, sometimes it goes to the correct device, more often it doesn’t. There’s no consistency either - the same command yields random results.

I can’t even temporarily disable Hey Siri on the phone either as then, next time, I have to go through the setup process. Not something I want to be doing constantly.

Apple really need to offer an alternate wake word, although I’m not holding my breath. Suspect this’ll be one of those decisions they’ll stubbornly stick to for marketing and ego reasons. Tsk.
 
if the phone is face down on the table, it won't respond to hey siri.

if the phone screen is active, the phone should take the command, so if you want to make sure it goes to the phone, pick it up, and make sure the screen is lit. (might have to authenticate with face/touch ID depending on what you want to do)
