The current setup where only the watch face is red, while cool, is quite jarring whenever you open an app, or receive a notification, which feels half-assed so I don't use it often. It would be great if the red filter would go system-wide, for those times when you really need the Apple Watch UI to be as discrete as possible but still want to interact with the device.

Yeah it is a half assed implementation unfortunately but maximized as a marketing ploy.
I use it all the time on my AW, i prefer the look of the red watchface like this.

If it went system wide then they wouldn't have an excuse to make it Ultra exclusive.. Because then theoretically it could work on the S8 at the very least. By making it exclusive to the compass watch face they can make it exclusive to the Ultra... And then folks who are on the fence have one more reason to go for the more expensive, higher margin watch.
