Thinking about reasonable configuration for graphical works for my wife: illustration and pagemaking with Photoshop and Illustrator, Corel etc. Without 3D or filmmaking.

Considering following variants from Apple website:

1) Basic, which is:
2.6GHz 6-core 9th-generation Intel Core i7 processor
Turbo Boost up to 4.5GHz
AMD Radeon Pro 5300M with 4GB of GDDR6 memory
16GB 2666MHz DDR4 memory
512GB SSD storage
$ 2400

2) Improved:
2.3GHz 8-core 9th-generation Intel Core i9 processor
Turbo Boost up to 4.8GHz
AMD Radeon Pro 5500M with 4GB of GDDR6 memory
16GB 2666MHz DDR4 memory
1TB SSD storage
$ 2800

3) Customized basic, with memory upgrade up to 32 GB, for same price as 2nd config.
Thinking about 32GB RAM, because her 5 years old HP laptop (far from high-end) has 16 GB RAM.

Any ideas, which config can be capable enough, cost-effective and long-lasting?
 
For 2D graphics and vector works, I think the CPU and RAM will be the biggest factors. Also storage if she ends up taking a lot of photos.

Other than that, I would ignore everything else.
