I have been having this issue for a few weeks now.
I have narrowed the problem to "Recent Items" in located in the apple menu.
When I try to open any file that is showing in the Recent Items list, it will not open the file unless the actual app that is associated with that app is the app that is being given focus (currently used app).
It throws an error message.
For example, if I am in Mail, and I use Recent Items to try to open a PDF, the error message is that Mail doesn't have permissions to open a PDF file.
I have narrowed the problem to not being really a permissions issue since I can open all files if I open them from Finder directly (even from Desktop, etc).
On the net I have seen that this issue has occurred before in other operating systems for some users as well.
I want to see if I can delete the preference file or cache file for the Recent Items. But I can't locate where it is, in Catalina.
