After I backed up and restored all my apps and settings to my new phone (iPhone 6S to 12 Pro Max, desktop iTunes backup and restore on Windows PC) I noticed Find My app is no longer reporting the locations of my family and friends, however it shows the location of all my devices. I have to tap 'Ask To Follow Location' for everyone on the list. Is this normal behavior when restoring to a new phone? or is it a new feature introduced in iOS 14 where every time I upgrade to a new phone I'll have to send requests to everyone on my list to follow again?
 
Never happened that way for me.
Figured out why, new phone thus new sim card. I'm able to see all my devices because those devices are registered under my Apple account, once I log into my Apple account all my devices would show up naturally under Find My, but the location of everyone, in this case their devices, are not part of my account therefore whenever you switch to a new phone with a new sim card you'll have to send request to follow for everyone on your list again.
