Recents calls won't stay deleted.."reappearing"

I have the iPhone 5S and the 6 plus and when I clear all the recent calls they disappear, which is fine. But the next day or so when I look at the recent calls there is a whole list again some going back a couple of months. I have tried to find a fix googling the issue but haven't seen a solution. It seems to be a fairly recent issue because both phones were working okay when I got them a few months back.When I googled the problem there were other people having the same issue. Any idea what is going on with that?

I'm on 8.4 beta and have had this problem with calls and clearing my deleted and blocked voicemails too. I submitted it through Feedback Assistant
