Recipient receiving texts that say "blocked"

So passing this question on from a friend as I have never experienced it. When she sends texts from her watch to people who do NOT have iMessage, the *recipient* gets a message saying the content is blocked. I have never seen that, but she gets it sending to multiple people who are not iOS users.

What could that be?
