I have two little kids. Each with an iPhone and we’ll be driving through the countryside where we won’t have cell phone coverage for a few hours and I want to download a game or two or three where they can play a game with each other and all that’s required is Bluetooth.
The only game they have right now is the popular 8 Ball Pool where they can play but an internet connection is required.
I also have little kids. Not sure how little you are talking about.
A few games that come to mind are but can't guarantee if all support bluetooth.
I've tried to look for it in the descriptions but most of them only indicate things like multiplayer and 1vs1 (on one screen or on multiple devices). All mentioned games should work offline I think as well. I bought all these games except for Rush Rally 3 so let me know if you want me to take a closer look per app in the setting. I have to check that at home though on my iPad mini2 and our really old iPad (kids tablet).

In general I love most Toca Boca / Sago Mini games but don't think there is one where you can play against a friend on one device or multiple devices in offline /bluetooth mode.
