I currently use Cyberduck, I've found it has a problem with non-ascii characters, it refuses to copy or download anything with chinese characters in the folder or filename.

It shows '?' in the file list, but throws up an error when downloading.

Are there any decent FTP programs (free) that handle non-ascii file names?
 
Did you try the native ftp client? I'm fairly confident that both the OS X ftp and sftp clients support UTF-8.

Not sure if FileZila fixed this yet or not, but it's a great FTP Free OpenSource software

Yeah, I used to use the native one, but it has one blinding flaw (that I've yet to figure out why), all ftp server drives connect as read only, OS X will not let you write to them.

There is terminal with the only put and mput, probably showing my age there.
