Recover data from OS X Base System

I have a machine her which I need to get the data from the Macintosh HD Partition, however it will not mount.

in fact, Disk Utility does not give me the option to mount the drive at all, the only partition that will mount is OS X base System.

I would say DiskWarrior may be a good option. Another possibility would be to use target disk mode and mount the volume read only if possible.
