Recover HDD in Win PC?

Hi,

I deleted a /usr/lib file and now my MBP 10.8.5 bootstrap loader fails - oops! I can't even boot into safe mode.

Has anyone had any success connecting the HDD to a Windows PC and using a [free trial] HFS+ app to replace the missing file? I only need to copy it from a backup folder on the HDD to /usr/lib
