That tool will only create an external recovery partition if one already exists on your main, internal drive as that is the source of the files. Are you sure you have a recovery partition on the internal drive?

Start the Terminal app from /Applications/Utilities and type "diskutil list" (without the quotes) and you should see a 650MB Apple Recovery partition listed.

You will need to reinstall Lion. That will create a recovery partition for you. Then you can use the tool you linked to create and external drive recovery partition also.

Make sure you backup first to be sure, but a Lion reinstall will not overwrite our data.
