Recovery HD is locked

I was trying to do a reset on my computer to start fresh and I erased a few things but it won’t let me recover my recovery HD and it’s saying it’s locked

Try booting into internet recovery mode.

As Taz said, boot to INTERNET recovery mode:
Command-OPTION-R

You'll need your wifi password if you're using wifi.
The internet utilities take some time to load -- be patient.
You'll see the "globe" icon while they're loading.
