So my girlfriend has an IPhone 4 that she has had about four months and never plugged into a computer. Today she decided to and Itunes said it detected a new IPhone and asked if she wanted to set up a new phone or recover it from a previous backup. She chose recover because the backup said her name and thought that by chance she forgot it had been plugged in. Turns out that profile was my sisters itouch and now everything from the IPhone is gone. Is there anyway to recover the photos since there never was a backup before this?

From what I know, you cannot recover anything on the iPhone unless there was a previous backup. And if the iPhone was really never synced with iTunes, there is no backup. But if the iPhone was synced with someone's iTunes, even once, a backup should still be on that specific computer. Otherwise I don't think you can recover the photos.
