under iOS 12 the App Store either requires your iPhone Passcode, Touch ID or Facial ID to download an app.

I just tried to download the free Recreation.gov app on my iPhone XR and it wanted my *Apple* Password, not my Facial ID or iPhone Passcode, even though, in the same App Store session seconds before, I had downloaded another app with Facial ID.

Is the government trying to collect our Apple Passwords??

Would someone else who has not already downloaded that app click Get to verify if it asks for yours too. DON’T give it. Just cancel, if it does. There is no reason a government app has the right to such info.

iTunes will ask to authenticate when you download any app that has not been previously purchased or downloaded.
It's not the app that is asking for you for your password.
 
Changed country settings? Can see asking in that situation. Or changed payment method for account? Or card on account is expired?

Can't recall if 12.2 brought a new T&C to agree to: again, would prompt for Apple ID password to drop you into the T&C screen.

ADD: don't have an X-family device, so, WAG, maybe Face ID did not successfully scan, and therefore asked for password?

Sounds like the App Store/iOS is asking you for your Apple ID information/password. Not sure where the government or anything else like that fits in.
