"Recycled" folder

In my external hard drives, there is a folder named "Recycled" with different files and most of the images that I have thrown away from the folders in it. When i throw them away, i simply drag them to the trash. Why is that folder there, and can i delete the contents of it safely? This is eating into my disk space on the drives.

Any thoughts?
