At a brief glance of the iPad Apps and iPhone and iPod touch Apps subforums, it seems to me the bulk of the posts are 'allowed advertisements' in that the developer or a representative of the developer announces their application and quite rarely does any actual discussion evolve.

Would it make sense to have a single forum devoted to iOS application announcements, where prefixes could denote the device type and another devoted to iOS application discussion, again using prefixes?

Not that I subscribe to either subforum but if I had interest, I don't think I'd subscribe simply because the majority of new threads are app announcements, not questions. I would be much more likely subscribe to a subforum dedicated to application queries where I could avoid app announcements. To me, app announcements are just spam, but queries and discussion are much more worthwhile.

I think when the subforums were created, thread tags didn't exist, but now that they do, it might be worth transposing the content in a slightly different way.
