Reduce Motion stopped working

It seems that since I've unchecked "Displays have separate Spaces" under Mission Control, Reduce Motion has stopped working. I've tried selecting and deselecting and restarting my computer but nothing seems to work. I really do need to have the Displays have separate Spaces deselected as well. I'm currently on version 10.14.3. Any help?
 
Hmmmm upon further investigation, it seems that Reduce Motion works perfectly if my second display monitor is Off. What's the connection?
