Referb G5s - WHY all ship wuith OS 10.2.7

I know they come with a 10.3 upgrade CD - but why would apple not just format the drives as part of the referb?

Seems like a simple enought part of the referb process - but they all state they ship with OS 10.2.7

I don't know where you got the information, but my refurbished G5 2GHz dual that I got in last January was indeed pre-loaded with the OS X 10.3!
