I'm trying to reformat an iMac currently running Windows XP (don't ask why that's even on there) to run OSX. Neither running the disc while started up, nor rebooting with it in the drive seems to be initiating the format. I'm new to working with macs, is there a step in this process I am unaware of.

Could be the HDD partition. OS X and Windows use different partition structures to support booting the OS.

Use Disk Utility to delete the existing partition on the HDD and create a new one that is compatible with OS X (GUID, I believe).
 
To boot the mac from the installation DVD, hold "C" during startup.
