refresh rate

i just tried to plug in a simple monitor to my mac (ventura updated) and it will only give me the option of 1080p with 30 or 25hz refresh rate. if i drop the resolution down to 720p i can up the refresh rate. this is a new issue and i checked my other laptops not on ventura exact same setup and they are acting as normal.
i cant find anything online to help, but appreciate any suggestions.

What exact Mac? What exact monitor? Have you used this same monitor on this same Mac prior to Ventura? How is it connected (what type of port/cable)?
