Both 21.5" 1080p screens, both w/ 8GB RAM.

Pros:
2013 has a larger SSD. 2013 has replaceable RAM (though difficult).
2015 has a newer (better?) processor, probably faster RAM, and a newer version of the Fusion Drive algorithm. Soldered RAM, though.

I am not a frequent upgrader. I like to keep my systems eight years or more. Until they die. My gut is telling me to buy the new system. Upgrading RAM in five years would be nice, though. I think 8GB and any quad core will be fine for my Lightroom/ACR photography and home video work in Premiere, for the foreseeable future.

Are the pros compelling reasons to choose a refurbished system? A refurb does come with a whole host of unknowns.
