Looks like 4GB nanos in the Refurbished store are on sale. Same price as a 4GB first-gen nano: $129

Are they trying to reduce the number of free iPod resellers?

It would seem that way. Though I don't know how much it really matters since I'd be willing to bet that most of the people who resell their free iPods already have an iPod, since you wouldn't just sell your first iPod (especially since it was free).
