Aren't the refurb macbook pros on the apple website limited to a first come first serve basis? I have the pro I want in my cart but will be unable to purchase it until the first of February, if this product is taken off will I be unable to still buy the pro I have saved in my cart? Thanks.

No. Apple will not reserve them, though if you order now, Apple will try to get money from you and will probably fail and then try again, thus you could stall that way until you have money in your account, though I don't know, if Apple tries again after a failed payment.
Most refurbs will disappear within hours of their appearance. Visit the site when you have the money and are ready to purchase. Expect to keep checking frequently until it appears. You can also try the http://www.refurb.me site to track availability.
