I was looking at the apple refurb store and found a 2013 13in rMBP with 4GB ram and 128GB SDD for only $879. I am concerned with the ram, but not so much the hard drive as I can use cloud storage(my school uses google drive for everything). I really would like this laptop to easily last 2-3year but am not expecting more because of the lower ram. Would this be considered a good value?

Can't really say without knowing what you'll be using the computer for.

To be honest though, I'd want more RAM.

The computer would be used for typing on Google docs and some spotify. Occasional netflix. The most demanding thing would probably be when I have 5-7tabs in safari open typing a research paper. I would like more ram too but not really looking to future proof much. Just get me through the next 2 years or so.

I would hold out for more RAM. It will come, you just need to keep checking daily.

You will be able to sell an 8GB RAM model more readily / for more money in 2-3 years than you would be a 4GB model.
